Promotion of Khadi & Village Industry The Orissa Khadi & Village Industries Board since its formation in 1956 extended financial assistance of Rs.5173.28 lakh through 1865 cooperative societies / institutions to set up 98,616 KVI units with funding from KVIC as per their approved pattern of assistance. The performance of the units assisted under this scheme are below expectation due to inadequate linkage between production and sales strategies, low return on investment, nonperforming assets built up, low productivity and obsolescence of technology. The Board from the financial year 199596 implemented the new scheme namely Consortium Bank Credit of KVIC and directly financed the interested individuals in the rural areas to set up Khadi & Village Industries. Under this scheme OKVI Board has extended financial assistance of Rs.8.05 crores to promote 368 Khadi & Village Industrial units. In order to get funding for KVIC, State Govt. have sanctioned Govt. guarantee to the tune of Rs.10.00 crore. This programme could not be successful due to wrong selection of beneficiaries, lack of proper selection of feasible proposals as well as misutilisation of funds. Margin money scheme, namely, Gramodyog Rojagar Yojana (GRY) was introduced by Khadi and Village Industries Commission since 19992000. Under this scheme margin money assistance is provided to organisations/individuals to set up K&VI units by availing loan from bank. Orissa Khadi & Village Industries Board is implementing this scheme since 19992000 to promote establishment of various village industries in rural areas to create more employment opportunities. Till end of 200102, 490 units have been promoted with investment of Rs.483.07 lakh and margin money assistance of Rs.132.87 lakh has been released. Training and other Development Programmes The Orissa Khadi & Village Industries Board has the following departmental production unit at Udyogpuri. 1) Village Oil. 2) Soap unit. 3) Agarbati unit. 4) Revived Saranjam Karyalaya. 5) Hand made paper unit. 6) Glazed pottery unit. 7) Bee Nursery. Training is being imparted to interested artisans in the above departmental units. Besides the Board recommends names of interested artisans for setting up Khadi & Village Industries unit to the training centres and production units of Khadi & Village Industries Commission. Training of beneficiary financed under REGP has been made compulsory. The Khadi & Village Industries Commission is organising training camps in phased manner to train beneficiaries financed under Rural Employment Generation Programme. The list of beneficiaries’ availed finance under Rural Employment Generation Programme is intimated to State Director, Khadi & Village Industries Commission for necessary training.
